According to Moris we must allow Spam on all Mail Servers from known Spam Hosts that don't Enforce their own TOS-AUP.
Moris would have the Spam Hosts continue to allow their Spammers to Abuse the Mail Servers of others in order to allow some Legit Email from those same Spam Hosts.
When a Spammer's Netspace is Blocklisted, the Spam Hosts just buttign the Spammer another New Unblocked Netspace and or moves their Non Spamming Clients into Blocked Netspace making their Non Spamming Clients a sort of Human Shield!
The Blocklisted Spam Hosts have been reported for NOT taking steps to prevent Spam from their Netspace, NOT Acting on Complaints, or NOT Enforcing their own TOS-AUP.
The SPEWS doesn't Block ANY Emails, it's just a List of Known Spam Sources. But the Administrators that Voluntarily use the 600+ Blocklists like SPEWS on their Mail Servers do Block Email.
It's their Mail Servers and so it's their TOS-AUP, they own them, it's THEIR RULES!:?)

It all boils down to the Spam Hosts have Violated the the TOS-AUP of the Mail Servers who use Blocklists to prevent further Abuse of their Servers.
Weather you are an Individual or a Host, you must play by the Rules. When you Violate the TOS-AUP, you can't use the Servers!
And if Moris somehow did get rid of all Blocklists...
Mail Servers will likely track spammers themselves via the SBL and the spam they receive and start dropping entire networks into router or firewall DENY access control lists.
And lists like that are a lot harder to get out of! *********************************************************

And who's paying the Spammer to send the Spam in the first place? Who benefits from the Spam?
Could it be the Web Links listed in them? That makes the Spammers who sent the Spams Paid Agents of the Web Links Listed in them!
Spam is Theft of Bandwidth and we all pay for it!
Both the Web Hosts of the Links in Spam and Hosts of the Spammers who send the Spams are the Responsible Parties to forward Notifications of UCE's to, as well as to their Hosts and Upstream Providers if they refuse to act.
There's no difference between the Web Links in love Spam and Spam selling Viagra! The Spammers were paid by the Web Links, directly or indirectly, to send the Spam.
The Spam Blocks (Blocklists) were set up because of the *Abuse* of Spammers whose Hosts Ignored Complaints or refused to Act. But if a Host is also helping Spammers to get around the Spam Blocks, then that makes that Host an Accessory to the Theft.
Why then bother to Delist if a Spam Host is only going to play Musical IP's to get around the very *Blocklists* that were set up to Block their *Spam* in the first place.
Then to add Insult to Injury, the Spam Hosts moves other Clients (Non Spamming or not) in the Old Blocks and demand they be Delisted while still Hosting the original Spammers elsewhere.
Nothing like making Human Shields out of their own Clients to show they really care! Not to mention the added Maintenance to update Blocklists in hopes of breaking them.
If they didn't keep moving the Spammers around, there wouldn't be a need to Delist in the first place unless they got rid of their Spammers!
A Host can be as Abusive as a Client and is also subject to the TOS-AUP of the other Hosts and their Mail Servers!
For those like M&M that want to get rid of Blocklists like SPEWS: Everyone will start dropping entire networks and countries into router or firewall Deny Access Control Lists.
