Last session, there were legislators who said they voted against the bill because the didn't approve of granting sole civilian certifying authority to the NRA.

The problem is that there aren't many organizations that certify firearms instructors, aside from the NRA, those that are are small and regional, and none of them were interested in creating curicula for the Minnesota Carry Permit law.

16.11 (c) A person qualifies as a certified instructor if the 16.12 person is certified as a firearms instructor within the past 16.13 five years by: 16.14 (1) the bureau of criminal apprehension, training and 16.15 development section; 16.16 (2) the Minnesota buttociation of Law Enforcement Firearms 16.17 Instructors; 16.18 (3) the National Rifle buttociation; 16.19 (4) the American buttociation of Certified Firearms 16.20 Instructors; 16.21 (5) the peace officer standards and training board of this 16.22 state or a similar agency of another state that certifies 16.23 firearms instructors; or 16.24 (6) the department of public safety of this state or a 16.25 similar agency of another state that certifies firearms 16.26 instructors.
