You have to consider what jobs people held at the time. During 9-11, Kerry's job was to follow directions and evacuate as he was instructed to do as a member of congress. Kerry and his Senator friends did exactly what they were supposed to do.
In contrast, Bush was the supposed leader of the free world, and his job was to protect America from further attack. He was supposed to gather information and make decisions on what actions to take, and then order the military to take those actions. Instead, Bush sat in a Florida schoolhouse reading a book called "The Little Billy Goat". He failed to respond to the most serious attack on America since Pearl Harbor. He frooze like a deer in the head lights. He just sat there, minute after minute. He didn't even stand up an yell "holly poo" like most Americans did when they first learned what was going?
What could have possessed Bush to do this? Was he on drugs? Had he been taking sugar again? Did he have a fight with Laura? Was the billy goat story really that interesting? Was Bush totally clueless? After all, he appears to have choked under pressure. Or is there another explination? Did Bush not react because he knew in advance that 9-11 was happening? Was this payback from his Saudi friends for not toeing the Saudi party line tightly enough? Is that why Mr. and Mrs. HW Bush were in New York City that morning having breakfest at the Ritz Carlton with Bin Laden's parents (yes, they really were). What were they doing in NYC...getting a front row seat because they knew it was going to happen in advance, too?
