Niacin is extremely safe, I have taken doses of around 1g (again what you quote is rare). Acute toxicity effects are prostaglandin-mediated and include flushing, pruritus, wheezing, vasodilation, headache, increased intracranial blood flow, and headache. Since niacin dilates the blood vessels you are expected to have flushing and blood flow as the blood rises to the surface, these are not signs of toxicity. Chronic toxicity effects include jaundice, abnormal liver function tests, signs and symptoms of liver toxicity (most common with sustained-release preparations), and acanthosis nigricans (rare).
Hoffer uses niacin in mega doses to treat disease (3g per day), and he has not reported these effects, so where are they?

You talk about blinded studies, how can you possibly conduct these studies when 60% of studies are flawed ? The FDA would have you consuming RDA amounts, since they can't seem to decide on what the RDA is, it shows they really don't have a clue. High dose vitamins have been showed to prevent and 'cure' diseases, including various mental disorders..
