"The subject of State Defense Forces (also called State Militias) has re-emerged with increased emphasis within the context of mobilization planning and preparedness. It is widely recognized that following federalization of the National Guard, and subsequently its removal from state control, a military force will be needed by each state, that is responsive to the governor of that state, and is capable of dealing with state emergencies.

Historical Perspective

The privates Act of 1903 formally established the National Guard as the militia of the United States, thereby creating the dual mission (federal and state) that we see today. Unfortunately, no provision was made for a state to organize a force to accomplish those state missions should the National Guard be federalized or otherwise unavailable to the Governor."

The rest of the statement is likewise worth a read as well.

The point being, this is Not the Militia as set forth in the US Consbreastution. This is an entirely State enbreasty instead. There is no federal role in establishing, arming, training, organizing or supervising it.

It simply does Not exist within the US Consbreastution itself.

Just nowhere.
