9.5 In the event of a scratch with the offending player having no balls to spot when all of the balls are located behind the head string, the ball nearest the head string may be spotted at the request of the incoming player. If two or more balls are equally close to the head string, the highest numbered ball would be spotted.

You play the cue ball from where it lies, and it needn't hit a rail below the head string before hitting a ball that's on or above the head string. That constraint applies only when you have ball-in-hand in the kitchen.

6.3 Following either a pocket scratch or the cue ball jumping the table, the incoming player has cue ball in hand behind the head string. Following any other foul, the cue ball is played where it lies.

3.10 CUE BALL IN HAND BEHIND THE HEAD STRING This situation applies in specific games whereby the opening break is administered or a player's scratching is penalized by the incoming player having cue ball in hand behind the head string. The incoming player may place the cue ball anywhere behind the head string. The shooting player may shoot at any object ball as long as the base of the object ball is on or below the head string. He may not shoot at any ball, the base of which is above the head string, unless he first shoots the cue ball below the head string and then by hitting a rail causes the cue ball to come back above the head string and hit the object ball.
